As mentioned in https://www.eclipse.org/forums/index.php/t/1074429/, the documentation is not consistent regarding the capability to create filters in DiagramExtensionDescription: 

> A Diagram Extension can specify the Metamodels of the semantic elements it represents
> if it supports types of elements which were not represented in the extended diagram.
> Inside a Diagram Extension, you can define validation rules, filters and additional
> layers.

Specifier can create Concerns, but this concept is de facto deprecated as it no more shown to the end user: it used to be displayed in old ui as a combo/dropdown button around layers and filters combo/drop down button.

I suggest we completely remove this concept from the metamodel.
