Similar to SourceAttachmentPropertyPage, also configuration of external annotations should be supported via a property page.

UserLibraryPreferencePage handles CPListElement.SOURCEATTACHMENT, it should probably also handle IClasspathAttribute.EXTERNAL_ANNOTATION_PATH.
