The Refactor/Change Method Signature dialog does allow "final" to be added or
removed.

For completeness we should offer. May be useful when a user change a signature 
and wants to make it final as well.

it is also not possible to change the parameters to be or not to be final as 
well.

The preview signature should display static and final modifiers as well
