Let's say you have a novice user who just opened Eclipse and has no project configured.

Then he goes to the menu File->New and chooses to create a file.
The "New File" wizard dialog which appears allows the user to choose the file name but the "Finish" button will never become enabled because there is no project defined. 
Maybe the resource chooser widget should have a warning label at the top such a case instructing the user to create a new project.
