The DBWS server tests need to be run with TopLink Quick Installer, utilizing the dependencies from Oracle, e.g., orawsdl.jar and oracle.http_client_*.jar.

Changed \utils\eclipselink.dbws.builder.test.oracle.server\antbuild.xml, added property wsdl.depend.lib, and included it in the classpath.

Fixed in 2.3, 2.4 and master.
