Zoom In/Out toolbar buttons are not disabled for minimum or maximum zoom values. For minimum zoom value say, 1% zoomOut toolbar button is not disabled. It is disabled only when the mouse is taken away from the button. 

Same behavior is noticed in Zoom In behavior for maximum zoom value say, 1000%

Reproducible: Always

Steps to Reproduce:
1.Enable Zoom In/Out Actions for the graphical editor
2.Zoom in to the minimum value by clicking on the ZoomIn toolbar button
3.Mouse should remain on the toolbar button. 

It is noticed that this button is disabled only when moving the mouse away from the toolbar button
