it's be good to have 1 for colors

now, i have to hunt all places if I want to configure my color scheme

Initial spin has been committed to HEAD.  This includes the extension point,
reader, and preference page controls (all working).  No workbench components
have yet been migrated to make use of it, however.

The API itself is in place.  Bug 48773 has been introduced for workbench migration.
