Tagging is currently only possible on one repository. It should be possible to select multiple repositories and then tag them all at once. This is possible in the CVS plugin.

The list of existing tags in the dialog should probably show the intersection of tags from the repositories. The commit selection combo should be disabled in the case of multiple repositories (it should tag HEAD).
