The new SCP plugin provides an API package and API class:

  org.eclipse.rse.subsystems.files.scp.ScpFileSubsystemConfiguration

This API package should have a package.html file, and should be picked up via rse.doc.isv/options.txt into the documentation.

Since currently, the SCP plugin is an optional plug-in in incubation, we might want to wait with picking it up into API docs until it gets distributed as part of RSE-runtime (the wince subsystem also currently isn't picked up by the doc.isv plugin).
