Package org.eclipse.equinox.p2.planner should be added to doc.

In spite of its name, it is not declared in the org.eclipse.equinox.p2.planner bundle, but in org.eclipse.equinox.p2.director. Is there a good reason why the bundle name is not a prefix of the package name?

This is because the work on this package was not yet done where we first added the java doc generation.
Note that there are still changes coming on this package.
