The Refactor menu and (Debugging) submenu appear in every Eclipse perspective.  They should only appear in the Fortran perspective, perhaps the Resource perspective, and any time when a Fortran editor is open.

The (Debugging) menu items should also be labeled better to indicate that they do not apply to, say, Java refactoring.
