On the page that allows the user to customize their key bindings, there is an option to export a scheme as a csv file.  However, there is no way to import a csv as a scheme, and there is no way to create a new scheme.  This would be very useful, if for instance, a dev team were to switch from IDEA to Eclipse but wanted to keep their old key bindings.  One intern could be assigned to manually change the bindings then save them to a file, which could then be distributed among the team.  I think that you people at the Eclipse foundation would want it to be as easy as possible for developers to switch from IDEA to Eclipse.

Bug 278647 is for removing the CSV export as the import csv option has been removed.

You can import and export .epf files with keyboard settings from File > Import... and File > Export...
