We need to consider how to customize (configure in/ out) groups of UI items as a set. For example, 
	I wanted to be able to show/ hide menu actions (action set) together with its related preference pages.
	Can't do that today (no support for customizing preferences, no ability to group cross-category)

We now filter preferences (and much of the UI) via activities.  This is no
longer interesting.  Closing.
