affected build I20021127

When creating a complete new workspace no keybindings are active. Even CTRL+S 
(save) doen't work. 

Same happened to an existing workspace upgrading from I20021119 to I20021127. 
The current key bindings got lost and I had to open the Window->Preferences 
dialog and select the "default" kay bindings set to activate key bindings.
