Recently we added Oracle Custom Features for JPA, these tests need to run against oracle with oci datasource, following changes are made to get tests working on WebSphere.

1. websphere.xml under trunk\jpa\eclipselink.jpa.test
   (1). add "is.oci" property
   (2). add "config-oci-datasource" target

2. add configWebSphere_oci.py under extension.lib.external
