When using Working Sets in an RCP based IDE (or Eclipse IDE itself), the project reference screen for a given project does not display the other projects in terms of working sets. 
If the user uses working sets to better organize the workspace, then the available project references should be displayed in the same hierarchy as in the "Project Exlporer" view, that is, projects within working sets.
If there are no working sets used, then the project reference list is displayed just like before.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
