Partially in an effort to keep the UI clean and partially to fit better into the Eclipse model, I think it would be nicer if the Buckminster menu on a project's popup were replaced with launcher configurations.

This was considered some time ago but rejected. The problem with launcher configurations is that they cannot be used without a UI since all the launcher logic is tightly intertwined with UI components.

That said, if someone would submit a patch that replaced the current dialog, that would of course be very interesting even if it would be difficult to use the configuration in headless mode.
