The New External Tool dialog is not accessible due to the following issues:

1) None of the buttons have mnemonics
2) All of the sections are labelled using lables rather than Group Boxes. 
Screen readers will only read group boxes

Sorry, which dialog is this? (The launch config dilaog for extenral tools?)

This wizard will be removed for M4. The new dilaog is accessed via 
the "External tools -> Work in progress" preference. Then open the "External 
Tools" dialog via the "External Tools..." action. This too is not yet 
accessible, but we have a bug for this already.
