Please refer to bug #164923:Format mask. Engine has supported a feature that allow user to specify format by script, say, <VALUE-OF format-expr=params["NumericFormat"]> row["AMOUNT"] </VALUE-OF>

Suggest designer to support this new attribute: format-expr in Dynamic Text of Text item. Firstly, allow user to select format-expr from UI, and then if selecting the format-expr, a expression builder can pop up and allow user to write script or select such as column bindings and parameters.
