The 'class' attribute of the 'wizard' element is currently spec'ed to implement the IConfigurationWizard. However, this is actually not a hard requirement. The synchronization wizard has nothing to do with this interface and it is actually only applicable for the configurationWizards extension point for sharing projects (not synchronizing).

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
