At least one person from each project must subscribe to cross-project bug inbox, i.e. edit Bugzilla prefs to watch "cross-project.inbox@eclipse.org". Build team members (or their designated alternates) from each project will provide communication channels: phone, mail, IM, IRC and will be available during the milestone integration periods.

I'm already on the cross-project list. 

Xiaoying, can you provide contact info per the bug request? This is for the Galileo release train.

Xiaoying is our build contact (thank you Xiaoying!) and I know Richard has already been in contact with her via e-mail.

Where should she provide the other information requested?

With the lack of response and knowing that Xiaoying has been talking with Richard directly and over the various mailing lists, I"m going to mark this as fixed.
