All plug-ins must correctly list their required JVM versions in the manifest.mf. See the wiki page about selecting the correct JVM.

In some cases bundles have no javacode.  For example, docs, native library fragments etc.  In Equinox we are not adding Bundle-ExecutionEnvironment headers to our native library launcher fragments.
