The XSLT 1.0 schemas have some attributes on xsl:value-of, templates, and copy statements that are specific to XSLT 2.0.   This is probably due to a copying over some structures from the XSLT 2.0 schemas to correct issues with the xslt 1.0 schemas.

Need to review the items and remove the attributes that shouldn't be there.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
