I find it painful that I have to enable/check the plug-in on the Tracing launch config tab in order to see the available options for that plug-in.

Can't we just show them but disabled?

PDE ui owns the tracing tab, sending to them for comment.

That sounds reasonable as long as the entries would look disabled.

Fixed in HEAD.  Tried a couple different things but eventually settled on having a disabled page as well as an enabled page saved in the PageBook.  Also added a double click listener to make it easier to enable the options.
