Need to create a separate setting for stopping the build on a circular project  
dependency error (i.e.  separate from other build classpath problems).  

An important part of this, is to add the  capability  in the Task view error 
filtering, to  be able to filter out circular project dependency  related errors 
(i.e. separate choice from filtering all build classpath errors) or to remove 
the circular dependency  related errors when using the new setting above.  

These changes are needed because users/customers with circular project 
dependencies need the ability to use the same support they had with Version 1.  
Also users/customers have been confused by circular project dependency in the 
task list.  With these errors in the task list users/cusotmes believed that 
their code did not compile, when in fact their did compile.

In 2.1 such specific marker and settings are existing.
