Need to add the XInclude schema to the XML Catalog so that content assistance for xinclude can be available in the XML editor or XSL editor if the namespace is being used.   This is going through parallel IP in CQ 2232.

mass update to 3.1 target due to movement from wtp incubator to wtp source editing lost the original milestones.
