The PropertyDialog has a
rather blunt instrument called lastPropertyId which remembers the id of the
last page displayed, regardless of the type of resource used.  So if you select
properties one one type of resource (A folder for example), it will remember
the first property page (Resources in this case), then select something else
like a Project and you will get the remembered page instead of the first one. 
In many cases this seems desirable, but in the case were you always want to
show the preferred page, it's not.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
