1. Open Preferences.
2. Change "Open a New Perspective" to "in new window".  Press OK.
3. Close existing page in current window.
4. Invoke Perspective | Open | X.

Result: the page is opened in a new window.  If the current window is empty the
new perspective should appear in the current window.  Otherwise, there is on way 
for the novice user to repopulate the window with anything usable.  They are forced 
to close it.

No longer applicable with new perspective rework of 2002-03-05. Perspective > 
Change To now opens the perspective in the same window all the time.
