The java plugin provides an Open Java .. action.  This is very useful if you need to
open a class which is not visible in the current navigator or packages view ( and this
is very common now that we have drill down ).  However, Open Java .. is only useful
if you are a java developer.  All other developers will find themselves fighting the
product to open files which are not visible.  We need an Open File .. action to resolve
this general need.
