We should disable the Execution Environment selection if the user is creating a Eclipse 3.0 plug-in.  This could cause confusion since the EE is not actually stored anywhere.

Where is this execution environment selection?  In the new plug-in wizard?

Hey Curtis, this is exactly what we are looking for.

I tweaked it just a little bit to handle the case where the wizard is initialized with the Eclipse version of 3.0.
