Provide the documentation for the Alternative Repository Wizard. This include more accurate description on the wizard, TOC entries, context help etc

It should include javadoc for classes related to the wizard, like CVSProjectSetCapability.

To be more clear CVSProjectSetCapability does more than only serializing and deserializing, it creates list of matching repositories what can be described in the class javadoc with references to appropriate methods.
