Build F2 - Linux Motif

It is possible to break up the coolbar so that each set of items gets put onto
its own row, by resizing the window. The coolbar gets changed regardless of
whether the coolbar is locked.

1) Start Eclipse.
2) Decrease the width of the workbench well past when the menu bar begins to
wrap. This will cause the coolbar to wrap as well.
3) Return the workbench to its original width. Notice that the coolbar does not
go back to being on one row.

It looks like wrapping because of window size changes isn't distinguished from 
explicitely positioning the coolbar on multiple lines. Unfortunate, but not 
something which we will fix for R2.0.
