The following errors where reported in banner.html and nav.html.

These errors will prevent translations form occuring.  Please fix ASAP.

  BANNER.HTML   HTML-40     827   CHARSET language value should be 'ISO-8859-
1'.  Value found: 'UTF-8'.  Line: 8  
                            841   STYLE section should not contain 'font:' 
information.  Line: 29

I will make the changes, but these files do not need translation. The only 
translatable files in org.eclipse.help.webapp are plugin.properties and 
webapp.properties.
