clean F2:

i created 50 external tools named
1,2,3,...0,1a,2a,3a,...,0a,1b,2b,3b,...,0b,etc..
(with the tool location the same as the tool name)

if i close the dialog and reopen, it lays out the listview at maximum size. 
see attached screen shot.

Should fix this if we do the minor updates to the UI for F3.

Pulldown menu from the External Tools toolitem should be limited in size as 
well.

Not applicable in the new external tools support.

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.
