i created 30 external tools named
1,2,3,...0,1a,2a,3a,...,0a,1b,2b,3b,...,0b.
(with the tool location the same as the tool name)

the first ten duplicate their label in the menu. see attached screen shots.

The additional 1-9 numbers are for mnemonics (just like we add them to the open 
recent file list, open window list, etc).
