If the working set action set is not showing there is an extra separator on the Window menu.  This is due to how how hide (rather than omit) the contribution item for the Preference action.  Instead of keying this on action we should instead run the command.  This should prevent the separator from appearing and would be consistent with our command story.

Is this dup of bug 211655 or is there more to do?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
