Make it easy to select top-level (FigureGallery direct children) figures to set their layout, and provide a way of selecting any figure that can be physically hidden somehow by the parent layout.

Visible insets for top-level figures (only) were introduced, added custom popup action with nested submenus for selecting stacked figures,and simple handle behavior was overriden with selection nested
