There are two sets of up/down arrows in compare, one on the structure and one 
for the edit area.

Both have tooltips that say "Select Next Change"/"Select Previous Change".

Perhaps we hope they will understand the difference by context, but I am 
concerned this won't be intuitive: its confusing enough that there are two sets 
of arrows, so the fact that they have the same tooltip doesn't help them 
distinguish their function.

Since they do different things, it seems they should have different tooltips.

we cannot do an error reduction for 2.0, but we should look into improving the 
toolip

Yeah, I figured we were kind of stuck for 2.0 for the deeper issue. Once you 
understand how to use compare you don't notice, but it did concern me for new 
users.

For 20020601 I've removed the up/down arrows from the tree viewers
(resource viewer, java structure compare).
Just use the arrow buttons in the toolbar or the new global next/previous 
actions in the Navigation menu instead.
