When there are multiple External Tool builders defined for a project, the Java 
Builder cannot be moved up and down in the list because the buttons are greyed 
out. The 'Remove' and 'Edit' buttons are also greyed. 'Remove' should be 
available for projects that do all their compilation using an Ant script.

The only thing you can edit in this property page is the external tool 
builders. Other builders provided by plug-ins cannot be moved nor deleted thru 
this page. Actually, the order for these builders is dependent on the nature 
prerequisite chain.

The "capability" feature which did not make it into release 2.0, will address 
some of these issues.
