The toolbar for a scrapbook page has actions for Stop the Evaluation, and Set Package for Running Code.
These should also appear in the context menu.

Also, the order is currently inconsistent between the actions in the context menu and the toolbar
(Run, Display, Inspect in toolbar vs. Display, Run, Inspect in menu).

In Build 20011122, the actions in the context menu have sufficiently different 
wording than the toolbar tooltips that it may be confusing to users.

We may have lost/changed action ordering/tips when creating the new Java debug 
UI plug-in. Re-openned.

Reworded action labels to better match the tooltips of the toolbar actions.
Adding the ellipsis for the RunInPackageAction label.
