Allow users to enter prereqs manually in addition to computing it.

Implemented.

By copy to Vlad, this was related to the ability to turn the auto-compute of 
prereqs. In addition, auto-compute is turned off (can be turned on with a 
checkbox). Users can use the 'Add...' button to specify alternative prereqs. 

However, I still think that using prereqs outside of the original spec is 
making the mechanism weaker. It ties features to other features (introduces 
feature to feature prereq under the covers).
