When opening a container in a new window (OpenInNewWindowAction) the currently 
used working set should be set in the new window.
Depending on the future shape of working set support (global vs. per view 
working set) this may or may not be trivial.
This is currently only implemented specifically for the resource navigator view.

Backed out navigator specific fix for propagating working sets (was bug 8066).
