EL code completion should be possible in files not contained in a facet enabled project and in files that is not necessarily jsp's.

Usecases:

1) jsp files in existing "plain" java objects should have completion (question is just where the context should come from then)

2) non-jsp files, e.g. .xhtml (e.g. jsf/facelets), JBoss Seam files also contain EL expressions and would be usefull to use the JSF projects EL calculation.

Marking this as a [packaging] issue for administrative purposes. There is more to solving this bug than just that, however, we are trying to group packaging requests that the component architecture doesn't currently support to determine common themes.

The bug still very much "helpwanted" though.
