The missing text in the image comes from 'org.eclipse.platform/intro/*.xml' files.

Note that this could be related to bug 140095.

Please try the change suggested in bug 140095.  If that works then this would appear to be a duplicate of that bug.

French and Spanish have the translation correctly displayed in their native languages. For the countries which still have English text, please use  markup : IBMXMECL
for file eclipse\plugins\org.eclipse.platform\intro\*.xml
