The detection of nls tags should be much faster.

Fixed and released in HEAD.
No specific regression tests. We should see an improvement in the performance
tests when all warnings are enabled.

Verified for 3.2 M3.

Results of performance tests testBatchCompilerAllWarnings and
testFullBuildAllWarnings of FullSourceWorkspaceBuildTests show a great
improvement on integration builds since 10/18...
