In WTP, when we create a "web project", part of that is to create a META-INF
directory, with a manifest.mf file. The default content is very plain. 
 Manifest-Version: 1.0
 Class-Path: 

This is correctly identified as "Jar Manifest" in properties view (not "Bundle
Manifest") but double clicking or "open" opens up the full suite of PDE editors,
and infact users can modify fields ... it seems some fields cause plugin.xml to
be created, others don't -- even though there's nothing about "PDE project" in
the .project file. (it is a java project, though). 

Just confusing, to me, so consider a "usability" problem. 

My first guess would a text editor should open it .. or at least prompt user. 
I don't think these files are edited very much, so don't see as huge problem, 
but should be fixed/architected to work correctly [especially since so many
follow the PDE as a good example to emulate :)

This indicates a problem at the Platform/UI level, not PDE.

I am unable to reproduce this on Eclipse 3.1.1 or 3.2 HEAD.  Could you see if you can reproduce against 3.1 please?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
