When generating a Test Pass Report the title of the viewer is set to Time 
Historical Report.  The title should be called Test Pass Report.

target for 4.2 since we don't have Test UI resources to fix in 4.1.

Both reports use the same view which the is the JScrib viewer.
Rather changing the name of the view, it would be preferable to name that view with a generic name. I propose "Test Report".
Due to PII freeze that change is not doable in 4.2, for that reason I retarget it to 4.3
